Traffic Signal Renovations

Traffic Signal Renovations:

Any changes made to the wiring of an existing traffic signal system, including replacing, relocating, re-installing and repairs. This also includes the addition of components to enhance an existing installation.

Note: Non-electrical maintenance- i.e. cleaning, relamping, adjustments, replacement of plug in components does not require inspection from ESA.

The fee for Traffic Signal Renovations is dependent on what work is being performed and is calculated based on the sum of the following:

  1. The number of signal lights (priced as Power Outlets)
  2. The service fee as defined in Consumer Service Section
  3. The fee for Panelboards.
  4. The fee for Other Devices as defined in Outlets and Other Devices Section
  5. The fee for Underground or Overhead lines, if applicable

Non-Contractor rates may differ from the contractor rates and are designated throughout the Fee Schedule as "NC".

Minimum Fee

The minimum fee for an Application for Electrical Inspection of any wiring installation is $69.

Consulting Service

The fee for consultations is based on the amount of time required for the consultation. Select the ‘Consulting Services' item and enter the Quantity in number of hours.

The fee is $115 per hour or fraction thereof.

Note: Consultations must be submitted on separate applications from other work.

 

Consumer Service

A Consumer Service is all that portion of the consumer's installation from the service box (main circuit breaker or main switch) or its equivalent up to and including the point at which the supply authority makes connection.

 

Low Voltage (less than or equal to 750 volts)

The fee for establishing a Low Voltage Permanent Consumer Service is set out in the following table. This fee includes the consumer service box/distribution equipment, meter, and connection authorization. Fees for any additional items will be calculated as per section Panelboards, Distribution Panels, Splitter, Switchboards (Up to and including 750 volts).

 

Note: Where the consumer service box/distribution equipment is supplied in sections and assembled on site, each section beyond the first will be charged as an additional panel.

For each permanent consumer service, select the applicable 'Low Voltage Ser (xxx)Initial Fee' item(s) according to the amperage . Input the service amperage in the Amperage field and the quantity in the Quantify field.

In the event of multiple amperages for the same item, select the appropriate item for each group of amperage and input the amperage in the amperage field.

E.g. Installation of a new 60A and 100A consumer service, would have 2 items listed:

The fees for additional items are based on their ampacity (per unit, based on manufactured section). See section on Panelboards, Distribution Panels, Splitter, Switchboards (Up to and including 750 volts).

 

Panelboards, Distribution Panels, Splitters, Switchboards, Subs off the Main Service (Feeders) Non-Metered (Up to and Including 750 Volts)

This section covers inspection of switchboards, panelboards, splitters, switches (e.g disconnect, isolation, transfer, pole top), breakers, motor control centres (MCC), distribution panels, lighting control panels, standby generators and fire alarm panels when installed by the same contractor and inspected at the same time.

For items from this section, select the applicable 'Panel/Meter Chg/NonMeter Sub Ser (xxx)' item(s) according to the required amperage. Input the service amperage in the Amperage field and the quantity in the Quantify field.

In the event of multiple amperages for the same item, select the appropriate item for each group of amperage and input the amperage in the Amperage field.

E.g. Installation of a 2 X 60A panels and 1 X 100A panel, 2 of the same items would be selected:

  1. Panel/Meter Chg/NonMeter Sub Ser 0-225A, 60A in Amperage field, Quantity of 2
  2. Panel/Meter Chg/NonMeter Sub Ser 0-225A, 100A in Amperage field, Quanity of 1

Note 1: Each section of panelboards or switchboards requiring assembly in the field shall be counted as individual panels.

Outlets and Other Devices in Classified and Non-Classified Areas

There are two (2) sections that cover outlets and other devices. One prices inspection Services in Non-Classified areas, and the other prices the same Services in Classified areas.

Note: Classified Area is an area classified as a hazardous location under the Ontario Electrical Safety Code. Classifed areas also include Patient Care Areas (e.g hospitals).

Outlets and other devices covers inspection of outlets, switches, low voltage controls, fixtures, high bay light fixtures, track lighting, fuel dispensing devices (self contained), fractional horsepower motors (less than 1hp), heating and cooking devices (less than and equal to 5kW), signs (self contained), control transformers (less than 1 KVA), generators and alternators (less than or equal to 5kW), fire alarms (new construction or part of a general renovation) retrofit lighting and sentinel lights.

For Outlets and devices in a Non Classified area select the 'Outlets & Other Devices Non Classified' item and enter the total number of devices in the Quantity field.

For Outlets and devices in a Classified area select the 'Outlets & Other Devices Classified' item and enter the total number of devices in the Quantity field.

The fee for inspection of the above devices, when installed by the same contractor and inspected at the same time, is based on the total number of devices and is calculated according to the following table:

For power outlet(s) is in a Classified Location, select the 'Power Outlets >20A or >120V Classified' item and enter total number of devices in the Quantity field.

 

Primary & Secondary Lines
Overhead Lines

For overhead lines select the 'Primary/Secondary Overhead Line' item and enter the number of poles in the Quantity field.

The fee for inspection of overhead primary and secondary lines, or combination of both, is $103 (NC $109) for the first 10 poles or fraction thereof, plus $61 (NC $65) for each additional 10 poles or fraction thereof.

Underground Lines (underground trench)

For a trench being installed and inspected at the same time as other work being done by the same contractor, select the 'UG Trench Inspection @ Same time' item. There is no charge for this item, input the Quantity of 1.

For a trench being installed requiring a separate inspection from any other work being done, or if it is the only item being done, select the 'UG Trench Separate Inspection Req'd' item. The Quantity should be in number of hours with a minimum of 1. The fee for inspection of underground installations including duct banks is $115 per hour or fraction thereof.

 

Permanent Pole Service

For a Permanent Pole Service select the 'Permanent Pole Service' item. The Quantity should be 1.

The fee is $103 (NC $109), which includes the pole, the meter and the panels and outlets installed on the pole if they are installed by the same contractor and inspected during the same inspection visit.

 

Temporary Services

NOTE: All temporary type services are classified as new commercial and applications are to be submitted through the “New Commercial” section, regardless of where the installation is being done (e.g. residential, industrial or agricultural site).

Transformers, Generators, Alternators and Heating and Cooking Apparatus (>5kw), Motors (greater than or equal to 1HP), Capacitors, UPS Units, Lightning/ Surge Arrestors, Stress Cones, High Voltage Splices, Telephone Booths, Bus Shelters, Cable TV Services, Lottery Machines, etc.

Less than or Equal to 750 Volts

For items in this section, select the 'Low Voltage Transf/Motor/Other Equipment' item and input the total number of items in the Quantity field. Input a brief description of items in the Additional Fee Description field.

The fee for inspection of all the above items, when installed by the same contractor and inspected at the same time, is $61 (NC $65) for the first item, plus $41 (NC $44) for each additional item.

NOTE: For generators and alternators, heating and cooking apparatus (less than or equal to 5kW), control transformers (less than 1 KVA), and fractional horsepower motors (less than 1hp) refer to the section on Outlets and Other Devices.

Over 750 Volts

For items in this section, select the 'High Voltage Transf/Motors/Etc' item and input the total number of items in the Quantity field. Input a brief description of the items in the Additional Fee Description field.

The fee for inspection of all of the above items, when installed by the same contractor and inspected at the same time, is $185 (NC $197) for the first unit, plus $124 (NC $132) for each additional item.

 

This includes inspection of the following banks of equipment operating on a voltage over 750 volts:

 

NOTE: For all miscellaneous equipment in this section, the following applies: The inspection fee for motors includes inspection of the local non-fusible isolation switch installed within sight of and within 9 meters of the motor, and pre-wired associated equipment (e.g start stop station & combination starter). Any control devices wired in the field will be charged as outlets.

To determine the additional fee required for the transfer switch on standby generators refer to section on Panelboards, Distribution Panels, Splitter, Switchboards (Up to and including 750 volts) or Consumer Service - High Voltage >750 Volts..

 

Transformer Pad Grounding

If the transformer pad grounding is required, select the 'Transformer Pad Grounding' item. The Quantity should be in number of hours with a minimum of 1.

The fee is $115 per hour or fraction thereof.

 

Travel Costs

The following basic principles shall be used in determining travel costs:

·        Existing fees include travel provision for Inspector's normal route, normal schedule and for normal accessibility.

 

·        For travel beyond the normal route, outside of the normal schedule or involving non-normal accessibility, an additional charge is required to recover full travel costs.  (Each territory has defined routes or areas for which travel charges may be applied.  These are applied consistently to each application for inspection in that area)  Full travel cost includes:

o       Out-of-pocket expenses for transportation equipment or services (e.g. rental fees, tickets);

o       A 10% administration charge on all out-of-pocket transportation costs if the customer requests ESA to make travel arrangements; and

o       $115 per hour or fraction thereof spent by the Inspector.

 

Note:  Additional Travel fees, if applicable, will be added to the application by ESA at the time of processing.

 

Roadway System Maintenance Program

This program applies to maintenance work performed on traffic signal systems and streetlights. If the program requirements are met, all maintenance work as defined by the program is covered with no need to take out individual applications for inspection.
