Inspection Type

 

Disconnect & Hold: Notification that a service is being disconnected in order to have work performed on the service.  Please determine ahead of time, what day(s) the inspector is in the area of the site address and coordinate the disconnect with the local utility for that day before scheduling a Disconnect & Hold.  This is also referred to as a ‘Disconnect, Inspect & Reconnect’.

 

Disconnect & Reconnect: The notification that a service is being disconnected in order to have work performed on the service. Please indicate what day the service is being disconnected so that a Pre Authorized connection may be sent to the local utility.  This only applies to service work covered under the ACP program.

 

Final: Last inspection to ensure there is no open wiring.

 

Rough In: Inspection of all electrical wiring (excluding any service work) prior to the installation of dry wall.

 

Service/connection: Inspection of wiring to meter, inspection of main disconnect means (e.g. fuses or breakers) and inspection of grounding to service.

 

Trench: Inspection of underground wiring.

 

Unscheduled: Notice that the electrical installation is not ready for inspection or that ESA will be advised at a later date as to when the inspection will be requested.

Miscellaneous Items

Underground lines – Primary/Secondary (Trenches)

 

Trench (Same time): A Trench inspection at the same time as an inspection of other electrical work.  Coding selected would reflect the other electrical work being inspected, i.e. Rough In, Service, etc. When scheduling this application please indicate in the Comments/Site Directions section that there is a trench inspection required at the same time as the other inspection. The quantity should always be one (1).

 

Trench (Separate): A Trench inspection is required at a separate time from the rest of the electrical work. There is a fee for this inspection. The quantity should always be input as one (1).

 

Overhead Lines – Primary/Secondary

 

Primary/Secondary Line: Installation of poles for primary or secondary lines feeding a residential site. The Quantity is in number of poles.

 

Consulting Service

 

Consulting Services: An inspector site visit to discuss the specifics of particular electrical work to be performed.  The Quantity is in half hour increments. Please note: All consultations must go on a separate application.

 

Apartments

 

Apartment Renovation: Any change to original wiring including repair or replacement of the Outlets within an apartment building. The quantity is in number of units involved in the renovation.

 

Advanced Connection

 

Advanced Connection: Authorization to a supply authority to connect a consumer service prior to final inspection of the area supplied by that service. This includes each metered service in multi-unit building.

 

New Residential Descriptions

 

New Residential <=200A: A new residential structure that has a service size less than or equal to two hundred (200) Amps.

 

New Residential >200A: A new residential structure that has a service size greater than two hundred (200) Amps.

 

New Res Multi-Unit <=200A: A new residential unit within a multi-unit residential complex with a service size of less than or equal to two hundred (200) Amps.

 

New Res Multi-Unit >200A: A new residential unit within a multi-unit residential complex with a service size of greater than two hundred (200) Amps.

 

Modular/Prefab <=200A: A modular or prefabricated new residential unit with a service size of less than or equal to two hundred (200) Amps.

 

Modular/Prefab >200A: A modular or prefabricated new residential unit with a service size greater than two hundred (200) Amps.

 

Mobile Homes/Trailers: A mobile home or trailer that is to be used for residential purposes.  Inspection is for the service only.

 

Separate Living Quarters: Includes granny suites or basement apartments and can be served under the same, or separate meters. This inspection fee is based on the assumption that the inspection of the separate living quarters will be conducted at the same time as one of the inspections for the new residence.

 

Outbuildings/Structures: Includes garages, kennels, fountains, greenhouses, garden sheds, pool houses and similar structures. The fee is based on the assumption that they are constructed by the same contractor and included in the same inspection as the new residential unit.

 

Residential Renovations Descriptions

 

Additions/Alterations No Service: The replacement of, or Renovation to an existing wiring system.  Includes addition of wiring to an existing system within a residence, excluding apartments. For apartments, please see Apartment Renovation. This type of renovation does not include any type of service/panel work.

 

Additions/Alterations With Service: The replacement of, or Renovation to, an existing wiring system.  Includes addition of wiring to an existing system within a residence, excluding apartments. For apartments, please see Apartment Renovation. This type of renovation includes any service work, e.g. Service upgrades, relocates, repairs, panel replacements as well as the addition of any service/panel.

 

Misc Equip (Yard Lights, Furnaces, A/C): Permanently connected furnaces, hot water heaters, air conditioners, and miscellaneous mechanical equipment, whirlpools, saunas, hydromassage bathtubs, yard lights, decorative yard lights 

 

Pools – In ground or Indoor – Inspection of an in ground or indoor pool which includes the inspection of pools sheds or cabanas if installed by the same contractor and inspected during the same inspection as the pool, and is limited to a maximum of two (2) inspections.

 

Pools – Above Ground/hot tubs/spas – Inspection of an above ground pool, which includes the inspection of pools sheds or cabanas if installed by the same contractor and inspected during the same inspection as the pool.

 

Service Work Descriptions

 

Service Upgrade: Increasing the size of a consumer service, e.g. 60 Amps to 100Amps.

 

Service Relocate: Moving the location of the meter base without changing the size of the amperage, e.g. moving the meter to the front of a residence.

 

Service Repairs: Any type of repairs to a consumer service that does not include changing the service size or the service location.

 

Panel Upgrade/Replacement: Replacing an existing fuse panel to a breaker panel, or replacing a panel for one with a greater number of circuits. Note: Any alteration to the meter is considered service work and the appropriate service category should be selected.

 

New Service/New Metered Sub Service: Adding a new service or new metered sub service with or without the addition of a new panel.  If just a panel is being installed please select Panel Upgrade/Replacement.

 

New Non-Metered Sub Service: The addition of a sub service that is not separately metered. Note: This type of work should not require a connection authorization.

 

New Panel/Sub Panel: The installation of a new panel or sub panel to an existing service. 

 

Reconnection After a Fire: An inspection of the consumer service in order to reenergize a service that was disconnected due to a fire.

 

Multi Meter Upgrade: Changing an existing consumer service to allow for additional meters on a gang up to 6 meters.  For more than a 6 meter gang, the work is considered Commercial/Industrial.

 

Central Metering: The installation or alteration of common metering equipment mounted on a pole in a central location. Typically this equipment will supply more than one (1) sub service.

 

Residential Small Jobs

 

ACP Misc Equip Small Jobs: This includes items such as; Heat Exchangers, Air Exchangers, Pumps, Motorized Equipment, Hard-wired kitchen appliances (i.e. dishwashers), Welders, Air Compressors, Hot Water Tanks.

 

ACP Wiring Small Jobs: This includes any type of addition/alteration to a residence that the customer has been invoiced less than or equal to four hundred ($400.00) dollars.

 

Commercial, Industrial, Agricultural Small Jobs

 

ACP C/I Small Jobs <=$400 – 1 in 10: Includes electrical installations and maintenance work, but does not include swimming pools, hot tubs, spas, fire alarm systems, high voltage installations, hazardous locations, and section 24 installations with an invoice to the customer of four hundred dollars ($400) or less.

 

ACP C/I Small Jobs $401-$2000 – 1 in 5: Includes electrical installations and maintenance work, but does not include swimming pools, hot tubs, spas, fire alarm systems, high voltage installations, hazardous locations, and section 24 installations with an invoice to the customer of four hundred one dollars ($401) to two thousand dollars ($2000).

 

ACP C/I Small Jobs $2001-$5000 – 1 in 3: Includes electrical installations and maintenance work, but does not include swimming pools, hot tubs, spas, fire alarm systems, high voltage installations, hazardous locations, and section 24 installations with an invoice to the customer of two thousand one dollars ($2001) to five thousand dollars ($5000).

 

Miscellaneous Descriptions

 

Addition or alteration - the replacement of, or renovation to, an existing wiring system. Includes addition of wiring to an existing system.

 

Advanced connection - authorization to a supply authority to connect a consumer service prior to final inspection of the area supplied by that service. This includes each metered service in a multi-unit building (residential or commercial).

 

Amperage - the strength of a current of electricity expressed in amperes.

 

Apartment building - a multi-dwelling residential building or portion of a building where the main entrance to all individual premises is from an enclosed common area. This category may include duplexes and triplexes but does not include row housing, stacked housing or cassidas. Any commercial spaces are to be priced as commercial/industrial for purposes of this fee schedule.

 

Apartment - a residential dwelling unit within an apartment building with the main entrance from an enclosed common area. Apartment can be condominiums or rental units.

 

Billboard - an outdoor sign with a separate service. If a billboard does not have a separate service, it is to be treated as a sign for purposes of this fee schedule.

 

Branch Circuit – per the OESC, may be metered or non-metered

 

Cable Tray/Trough - a raceway (ventilated or enclosed) in which cables can be laid.

 

Capacitors - a piece of electrical equipment used for power factor correction (see Transformers KVA, KVAR).

 

Central Metering - common metering equipment mounted on a pole in a central location. Typically, this equipment will supply more than one sub-service. Usually found in rural areas, such as on farms.

 

Classified Areas - an area classified as a hazardous location under the Ontario Electrical Safety Code. Classified areas also include Patient Care Areas (e.g. hospitals).

 

Combination Metering Panel – a panelboard manufactured complete with electronic metering devices and may include a central panel as part of the same assembly.

 

Common Areas - may include the following: lobby, hallways, storage areas, recreation rooms, mechanical & machine rooms, and parking garages (this does not include commercial spaces).

 

Condominium - a form of ownership rather than a type of dwelling. Can be either an apartment or a residential unit depending on its characteristics.

 

Consumer Service – the installation from the service box (main circuit breaker or main switch) or its equivalent up to and including the point at which the supply authority makes connection.

 

Consumer Sub-Service (Metered) - a feeder installed and connected to a consumer service where there is a connection authorization or metering required by a supply authority. All metered sub-services off the main consumer service shall be considered as a consumer service (includes the metering equipment) for application of fees.

 

Consumer Sub-Service (Non-Metered) - a feeder installed and connected to a consumer service where there is no connection authorization or metering required by a supply authority.

 

Continuous Safety Services (CSS) – CSS is a program that offers customers a full range of customized services designed to help maximize electrical safety at their facilities and comply with the requirements of the Ontario Electrical Safety Code.

 

Contractor - a qualified electrical contractor or electrician meeting the requirements of Rule 2-004(8) of the Ontario Electrical Safety Code. In order to qualify for contractor rates for the purpose of the fee schedule, a contractor must have an account with ESA and hold a valid 309A, 309C, or 309D Certificate of Qualification.

 

Cubicle – a metal enclosed compartment containing high voltage electrical apparatus such as, switches, breakers, metering equipment, or transformers.

 

Do-it-yourselfer (DIY) - see definition of “non-contractor”

 

Duct Bank - one or more underground electrical raceways installed in a trench.

 

Electronic Metering Cabinet or Metering Control Panel – a panel used to interconnect a number of electronic devices for the purpose of metering power, or a panel equipped with electronic metering devices used to meter a number of feeders or branch circuits.

 

Electronic Metering Device/Current Transformers, Add-on – metering devices/current transformers (“donuts”) installed within existing panelboards and connected to a main control cabinet for the purpose of metering power.

 

Feeder – any portion of the wiring between the main service switch and the last over-current device within the circuit, which may be metered or non metered.

 

Field Evaluation - ensures the quality and safety of electrical equipment installed in Ontario by enforcing that electrical equipment meets the requirements defined by SPE1000 and the Ontario Electrical Safety Code.

 

Fire Marshal Order (FMO) - an order issued by a representative of the Fire Marshal's office of Ontario (including local Fire Departments).

 

General Inspection - a visual inspection of a facility or residence to identify fire and shock hazards. May be initiated in many different ways, such as: condition of obtaining fire insurance on a building or compliance to property standards. An application may be initiated by the owner, his agent, or a tenant.

 

Generator/Alternator - a machine by which mechanical energy is changed into electrical energy.

 

Hazard Investigation - a site visit by an inspector to identify whether or not a hazard exists. When a potentially hazardous situation is identified, this information is relayed to the Customer Service Centre, and a report is issued to the owner or his agent of the property requiring the removal of the hazard. A separate application for inspection is required for repairs to correct the hazard.

 

High Voltage Service – a consumer service operating at any voltage over 750 volts.

 

Installed - electrical installation including wiring or connection.

 

Low Voltage Controls - controls of less than or equal to 750 volts. Low voltage controls include thermostats, dampers, solenoids, proximity switches, flow switches, limit switches, and 12v & 24v control equipment.

 

Low Voltage Service – a consumer service operating at 750 volts or less.

 

Maintenance Work – work of a routine nature performed on an existing electrical installation that makes repairs, replaces like for like components, or maintains the equipment in proper running condition. It does not include extensions, upgrading or complete rewiring.

 

Metal Enclosed High Voltage – equipment that is totally enclosed with no exposed live parts.

 

Meter - a device used to measure and record the consumption of electrical power.

 

Miscellaneous Equipment - permanently connected furnaces, hot water heaters, air conditioners, and miscellaneous mechanical equipment, whirlpools, saunas, hydromassage bathtubs, yard lights, decorative yard lights

 

Mobile Home - a portable dwelling that is constructed to be towed on its own chassis, is designed for use without a permanent foundation, on a temporary or permanent basis, and has provision for connection to a supply service.

 

Modular Homes (prefabricated) - homes or sections of homes, which are fabricated and/or assembled in a plant, transported to the site and final assembled on a foundation.

 

Modular Furniture - pre-assembled and pre-approved office furniture that is pre-wired and assembled on site. Generally, this equipment is connected to a single source of power. Treat each electrical connection point in these units as an outlet.

 

Motor Control Centre (MCC) – a manufactured assembly of a number of individual motor starters contained within a common enclosure, each complete with controllers and disconnecting means.

 

New Installation - the installation of a wiring system in a building or structure that did not previously have a wiring system.

 

Non-Contractor - for the purpose of the Fee Schedule, anyone who undertakes to do electrical work that does not meet the definition of a Contractor above. Examples of the types of individuals in this category include homeowners, do-it-yourselfers and handymen.

 

Non-Metered Sub Service – a feeder or branch circuit without a meter.

 

Not Metal Enclosed High Voltage – equipment that has exposed live parts.

 

Outlet and Other Devices: Covers Outlets, switches, low voltage controls, fixtures, high bay light fitures, track lighting, fuel dispensing devices (self-contained), fractional horsepower motors (less than 1 hp), heating and cooking devices (less than and equal to 5 kW), signs (self-contained), control transformers (less than 1 KVA), generators and alternators (less than or equal to 5 kW), fire alarms, retrofit lighting, and sentinel lights.

Panelboard - a lighting or power panelboard, distribution panel, splitter, motor control centre (MCC), transfer switches, fire alarm panels, control cabinet (lighting or power), or switchboard of 750 volts or less. Disconnect switches (fusible or non-fusible), used for local isolation of equipment, will not be charged out as an additional panel; all other disconnect switches will be charged as an additional panelboard.

 

Permission to Show Unapproved Equipment - allows the merchant the right to display, only, unapproved equipment e.g. – in order to gauge sales potential. Such products do not bear an accepted Approval Mark or Field Evaluation Label.

 

Plan Approval - an approval of submitted drawings pertaining to a specific installation to identify any potential code violations.

 

Pole Top Switch – transfer switch mounted at the top of a pole manually operated from the ground.

 

Power Outlets - any outlet exceeding 20 amps or 120 volts, or any outlet over 120 volts at any amperage.

 

Primary Line - an underground or overhead circuit of more that 750 volts.

 

Product Approvals - see Field Evaluation.

 

Renovation - any change to the original wiring including repair and replacement of the devices.

 

Residential Inspections -

• trench - inspection of underground wiring.

• service/connection - inspection of wiring to meter, inspection of main disconnect means (e.g.. fuses or breakers) and inspection of grounding to service.

• rough-in - inspection of all electrical wiring prior to the installation of the drywall.

• final - last inspection to ensure there is no open wiring.

Residential Unit - a residential premises with an external entrance with or without a basement. This category includes detached, semi-detached or row-type housing, farm houses, modular or prefabricated houses.

 

Retrofit - upgrading, replacing, extending an existing wiring systems in a building, or adding a new system to an existing building to comply with a current code or standard (e.g. fire code).

 

Rooming Houses – a building that contains four or more rooming units in which persons are harboured, received or lodged for hire, but does not include a hotel, motel, bed and breakfast establishment, hospital, special needs housing, or retirement home.

 

Secondary Line - an underground or overhead circuit of 750 volts or less.

 

Service - see Consumer service, Supply services or Consumer sub-service.

 

Sign - any sign (display units) without a separate service. This type of unit may range from a large outdoor display to a small neon window display. If it has a separate service, it is a Billboard (see above) for purposes of this fee schedule.

 

Sign (self-contained) – a sign or letter that has all its components contained within as single enclosure including ballasts or transformers and luminaries.

 

Sign (with remote ballasts) – a sign or letter where the ballasts or transformers are installed remote from the luminaries.

 

Single Family Dwelling – a dwelling unit consisting of a detached house, one unit of row housing, or one unit of a semi-detached, duplex, triplex, or quadruplex house, with its own external entrance, including the following homes: modular, prefab, mobile, cassidas, or a unit within a larger building where the main entrance to individual unit is not from an enclosed common area.

 

Splitter - an enclosure containing terminal plates or bus bars having main and branch connectors.

 

Sub-Service - see Consumer sub-service.

 

Supply Authority - a local distribution company (utility) that supplies and charges for power.

 

Supply Service - any one set of conductors run by a local distribution company (supply authority) from its mains to a consumer's service point of connection. Generally, only one supply service is permitted to each building.

 

Temporary Consumer's Service - see Temporary Wiring.

 

Temporary Type Service - connection of non-permanent service (e.g. temporary pole, shack, transportable trailer).

 

Temporary Wiring - wiring installations for buildings, structures or projects under construction or demolition. Also includes experimental or testing facilities of a non-permanent nature.

 

Traffic Signal System – a system of traffic signal equipment, poles, a traffic signal controller, traffic signal actuation and interconnection equipment and all associated materials required to regulate vehicular and pedestrian traffic.

 

Transformers - equipment used to increase or decrease voltages (step down, step up, isolation) rated in kva.

 

Vault - a room or area with an isolated enclosure with fire resisting walls, ceilings, and floors for the purpose of housing transformers and other electrical equipment.
